Eliminates the requirement for the Department of Law Enforcement to establish and administer a statewide seaport access eligibility reporting system.

Specifies that a valid federal Transportation Worker Identification Credential (TWIC) is the only authorization required for unescorted access to secure and restricted areas of seaports.

Removes the requirement for criminal history screening and fingerprint-based background checks for persons seeking access to secure and restricted areas.

Changes access granting from discretionary ("may grant") to mandatory ("shall grant") upon submission of a completed TWIC affidavit, eliminating associated fees and payment requirements.

Effective date: July 1, 2011.
