Authorizes counties to designate up to four 10-day periods annually for special events designed to enhance tourism, with counties able to sponsor events directly or support events sponsored by residents or local businesses.

Makes counties eligible for distributions from the Revenue Sharing Trust Fund for Counties equal to 50 percent of sales tax revenue increases realized during designated 10-day periods compared to the same periods in the previous year.

Requires the Department of Revenue to determine monthly the aggregate sales tax revenue needed for distributions to eligible counties and transfer appropriate amounts from the General Revenue Fund to the Revenue Sharing Trust Fund for Counties.

Requires counties receiving special event tourism distributions to distribute funds to units of local government within whose jurisdiction the special events were held.

Effective July 1, 2011.
