Establishes the Economic Gardening Business Loan Program and Economic Gardening Technical Assistance Program as permanent programs, removing "pilot" designation and expiration dates.

Allows loan agreements to provide flexibility in meeting projected job creation targets for delays caused by governmental regulatory issues, permitting, and other documented justifiable causes.

Changes loan servicing fee calculation from annual percentage to outstanding principal balance and allows loan administrators to use collected payments to issue additional loans rather than remitting funds to the General Revenue Fund.

Removes requirement that funds be deposited in the General Revenue Fund; eliminates prohibition on awarding new loans after June 30, 2011; and deletes future repeal provision scheduled for July 1, 2016.

Changes reporting requirement start date from 2009 to 2012 for annual reports to the Governor and Legislature on loan program performance and technical assistance program progress.
