Creates section 100.365 of Florida Statutes to establish procedures for recall elections of the Governor, Lieutenant Governor, Cabinet members, and legislators in accordance with Article VI, Section 8 of the State Constitution.

Requires recall petition proponents to register as a political committee and submit proposed petition text to the Secretary of State for approval before collecting signatures; proponents have 120 days to circulate and file signed petitions.

Supervisors of elections must verify signatures within 30 days of receipt and payment of required fees; valid signatures must include original signature, accurate date, correct elector information, and proof the signer was a registered elector in that county.

Removal of the Governor from office automatically removes the Lieutenant Governor; ballots for Governor recall elections shall list joint Governor and Lieutenant Governor candidates, and neither the Governor nor Lieutenant Governor may appear as candidates.

Becomes effective upon the effective date of a constitutional amendment approved by voters in the November 2012 general election that authorizes or removes impediments to legislative enactment of these recall provisions.
