Requires all infants born in hospitals in Florida to receive an eye examination using an ophthalmoscope and dilated pupils before discharge to detect congenital and ocular abnormalities.

Exempts the new eye examination requirement from penalties under section 383.07, Florida Statutes.

Allows parents to opt out of the eye examination requirement by filing a written objection with the attending physician or midwife.

Mandates that health insurance policies and health maintenance organization contracts include coverage for infant eye examinations at birth using an ophthalmoscope and dilated pupils as part of child health supervision services.

Takes effect July 1, 2011.
