Allows children under age 1 with family income above 200 percent of federal poverty level to participate in the Medikids program component of Florida Kidcare.

Requires eligible children be offered presumptive eligibility status and allows lawful immigrant children to enroll regardless of date of entry into the United States.

Medicaid-eligible children under age 19 are deemed eligible for 12 months of continuous coverage regardless of changes in circumstances, and must be offered presumptive eligibility.

Adds temporomandibular joint disease (TMJ) treatment as a covered outpatient service under Kidcare health benefits.

Expands the Florida Healthy Kids Corporation board of directors from 11 to 12 members to include a representative nominated by the Florida Dental Association; directs implementation of the federal Family Opportunity Act to allow families with income up to 300 percent of federal poverty level to purchase Medicaid coverage for disabled children.
