Directs the Department of Revenue to transmit monthly (rather than deposit for investment) two percent of civil penalties from traffic infractions directly to the Florida Endowment Foundation for Vocational Rehabilitation

Requires 60 percent of additional fines assessed for violations of s. 316.1303 to be transmitted monthly to the foundation instead of being held for investment

Eliminates the State Board of Administration's role in investing and reinvesting endowment fund moneys

Requires all remaining liquid balances held by the State Board of Administration for the endowment fund to be remitted to the foundation within 60 days of the effective date

Takes effect July 1, 2011
