Exempts counties from conducting manual voting system audits if a manual recount was already conducted under section 102.166.

Removes requirements that voters must provide specific justifications (absence from county, emergency/natural disaster, or institutional confinement) to receive absentee ballots at alternative addresses.

Extends the period for counties to begin canvassing and processing absentee ballots from the sixth day before an election to the 15th day before an election, with results remaining confidential until polls close on election day.

Maintains criminal penalties (third-degree felony) for election officials who release absentee ballot results before polls close.

Effective date: July 1, 2011.
