Authorizes governmental units (counties, municipalities, special districts, and other state or local government entities) to regulate taxi operations by creating private property rights in taxi licenses.

Allows taxi license owners to pledge, sell, assign, sublease, or otherwise transfer their licenses to another person, subject to governmental unit approval of the proposed transfer.

Permits licenses to be transferred without approval through intestate succession or devise (inheritance).

Defines "license" to include certificates, permits, medallions, or other evidence authorizing a person to operate a taxi within a governmental unit's geographic boundaries.

Takes effect July 1, 2011.
