Requires all state and local law enforcement agencies to establish and implement written policies and procedures for eyewitness identification by November 1, 2011

Mandates policies include procedures for creating live lineups and photograph arrays, standardized witness instructions, and documentation requirements

Requires witness instructions to specify that the suspect may not be in the lineup, identification is optional, excluding innocent persons is important, and the investigation continues regardless of identification outcome

Directs the Florida Prosecuting Attorneys Association to develop draft jury instructions on evaluating eyewitness testimony by July 1, 2011, for Supreme Court consideration

Requires the Criminal Justice Standards and Training Commission to create educational materials and training programs on eyewitness identification standards for law enforcement agencies to provide to their personnel
