Prohibits governmental entities from expending public funds to aid professional sports teams, pay for their facilities, or fund their sporting events unless approved by majority vote of registered electors in the entity's jurisdiction.

Defines "professional sports team" as franchises in Major League Baseball, NBA, NFL, or NHL.

Exempts legally binding obligations created before July 1, 2011, and incidental governmental employee assistance such as advising teams on regulatory requirements.

Requires property owned by governmental entities to be subject to ad valorem taxation if used by private entities for purposes other than governmental, charitable, literary, religious, scientific, or educational purposes, effective January 1, 2012.

Takes effect July 1, 2011, except for the property taxation provision which takes effect January 1, 2012.
