Designates March 25, 2013, as a legal holiday to commemorate the 40th anniversary of the end of U.S. involvement in the Vietnam War (scheduled for March 29, 2013, but moved to avoid Good Friday).

Establishes "Vietnam Veterans' Day" to be observed annually on March 29, commencing in 2014, to honor veterans who served during the Vietnam Era.

Requires the Department of Veterans' Affairs to promote and support community events commemorating the 40th anniversary and subsequent Vietnam Veterans' Day observances, and authorizes solicitation of private donations to fund grants to counties, municipalities, and veterans' organizations.

Creates a special volunteer advisory board of Vietnam veterans to review and make recommendations regarding commemorative activities and expenditures of private funds.

Establishes a Vietnam Veterans specialty license plate with a $25 annual use fee, with revenues deposited into the Department of Veterans' Affairs Operations and Maintenance Trust Fund to support the initial observance and ongoing annual Vietnam Veterans' Day activities.
