Prohibits drivers under 18 years of age and school bus drivers from using handheld cellular phones and electronic communications devices while operating a vehicle, with exceptions for hands-free devices and stopped vehicles; violations are noncriminal traffic infractions.

Requires the Department of Highway Safety and Motor Vehicles to issue a distinctive placard to drivers under 18 years of age that must be displayed on their vehicle at all times; failure to display is a noncriminal traffic infraction.

Restricts drivers under 18 years of age from operating a motor vehicle with more than one passenger under 18 years of age, unless additional passengers are siblings or children of the driver; violations are noncriminal traffic infractions.

Adds a voluntary $1 contribution option on driver's license applications to support the AAA Foundation for Traffic Safety; contributions are not counted as revenue for service charge purposes.

Establishes the "Minor Traffic Safety Act" with an effective date of October 1, 2011.
