Creates a winery shipper's license allowing small wineries producing less than 250,000 gallons annually to directly ship wine to Florida residents 21 years or older for personal consumption, subject to Division of Alcoholic Beverages and Tobacco licensure and regulation.

Requires winery shippers to verify age at purchase, label packages conspicuously, limit shipments to 12 cases per household per year, and use common carriers that obtain signature and valid ID from recipients confirming age 21 or older.

Establishes monthly reporting and record-keeping requirements for winery shippers regarding shipments, brands, quantities, and excise taxes; requires $5,000 surety bond (or $1,000 minimum) and $250 annual license fee.

Imposes second-degree misdemeanor penalties for shipping to minors, delivering to minors as a carrier, false age representation, or obtaining wine through violation; allows license suspension or revocation for violations.

Amends existing beverage law statutes to conform to direct wine shipment provisions and establishes Florida Farm Winery standards requiring 60 percent of wine be made from state agricultural products and maintenance of 10 acres of productive land.
