Changes the expiration date for the 1.47 percent cigarette tax allocation to the H. Lee Moffitt Cancer Center from June 30, 2020 to June 30, 2013.

Adds a new allocation period from July 1, 2013 through June 30, 2045 providing 5 percent of net cigarette tax collections to the H. Lee Moffitt Cancer Center and Research Institute.

Expands permitted uses of cigarette tax funds to include operating and maintaining cancer research and clinical facilities, maintaining other properties owned or leased by the center, and purchasing and maintaining equipment.

Authorizes the H. Lee Moffitt Cancer Center to use transferred cigarette tax funds to secure financing, including tax-exempt bonds, for construction, furnishing, equipping, operating, and maintaining facilities and properties.

Takes effect July 1, 2011.
