Addresses a medical malpractice case where Darian Brown sustained a hypoxic brain injury due to delayed delivery on January 15, 2000, resulting in permanent severe neurological damage requiring lifetime care.

Jury verdict of $35,236,000 was affirmed on appeal and partially satisfied by $10,550,000 payment; this $2 million appropriation completes the settlement agreement between the parties.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total $2 million appropriated under the act.

Takes effect upon becoming law.
