Creates the Broward County Council for Services for Seniors as an independent special district with boundaries coterminous with Broward County to provide countywide funding for senior services.

Authorizes the district to levy ad valorem taxes not exceeding 0.5 mills on assessed property values, subject to approval by majority vote in a referendum held November 6, 2012.

Establishes an 11-member governing council consisting of 4 permanent positions (representatives from aging/disability services, human services, Department of Children and Family Services, and health department), 2 county-appointed members, and 5 Governor-appointed members representing cultural diversity with at least one senior citizen.

Council members serve without compensation and must elect a chair, vice chair, and other officers; prepare annual budgets, maintain meeting minutes, file quarterly financial reports, and submit annual reports to the county commission describing needs assessments, services, programs, and budgets.

District funds must be collected by the county tax collector, deposited in qualified public depositories, and expended only by check with prior council approval; the district may only be amended or dissolved by special act of the Legislature.
