Amends the Town of Southwest Ranches charter to remove inapplicable provisions and update language related to mayoral and council elections and procedures.

Adds description of the town's rural residential character to its corporate existence statement and eliminates outdated references to specific census years (2000 and 2002) in redistricting language.

Adds new procedure for filling council vacancies requiring the town to publish notice within 7 days, allow candidates 15 days to respond, and council to select a candidate within 15 days of receiving responses.

Clarifies that only the town council is required to vote by roll call and specifies that roll call votes are required on all land use and quasi-judicial items, which require four affirmative votes.

Takes effect upon becoming law.
