Conveys title to submerged lands belonging to the Board of Trustees of the Internal Improvement Trust Fund to the Manatee County Port Authority for $1 consideration.

Grants the Port Authority right of entry upon and authority to regulate improvement of the submerged lands, subject to riparian rights of adjacent upland owners.

Prohibits the Port Authority from selling or disposing of the conveyed submerged lands to any party and restricts their use to public and Port Authority purposes only.

Defines the territorial boundaries of the submerged lands through detailed metes and bounds description beginning at the northeast corner of Section 1, Township 33 South, Range 17 East in Manatee County.

Effective upon becoming law.
