Defines "off-the-shelf commodity" as consumable supplies, materials, goods, and personal property with no proprietary characteristics.

Authorizes agencies and eligible users to use request for quote to obtain written pricing from any qualified vendor for off-the-shelf commodities.

Allows agencies and eligible users to purchase off-the-shelf commodities from any qualified vendor if the price, terms, or conditions are more favorable than those in existing state term contracts or purchasing agreements.

Requires agencies and eligible users to purchase generic equivalents of brand-name off-the-shelf commodities unless they provide adequate justification for purchasing similar brand-name products.

Takes effect July 1, 2011.
