Eliminates the College-Level Academic Skills Test (CLAST) requirement for teacher preparation program admission, community college graduation, and other postsecondary education assessments, replacing it with alternative competency demonstrations.

Establishes the Articulation Coordinating Committee consisting of representatives from K-20 education systems to monitor compliance with articulation policies, propose interinstitutional agreements, and recommend improvements to the State Board of Education and Board of Governors.

Removes exclusion of students with intellectual disabilities from eligibility for substitute requirements for admission to or graduation from public postsecondary institutions, allowing them to request reasonable accommodations.

Revises common placement testing requirements to diagnose basic competencies in English, reading, and mathematics, with new rules for remediation opportunities, retesting, and student advisement regarding financial aid eligibility and costs of excessive credit accumulation.

Modifies degree completion requirements from standardized test passage to demonstration of mastery of developmental education competencies as defined by State Board of Education rule, lowering the required cumulative GPA to 2.0.
