Designates the City of Vero Beach Electric Utility as a public utility subject to Florida Public Service Commission jurisdiction under chapter 366, Florida Statutes

Requires the utility to set rates that are fair, just, and reasonable as determined by the Florida Public Service Commission

Permits the City of Vero Beach to levy a municipal utility tax on customers within city boundaries and seek a county electric surcharge for out-of-city customers if a cost differential can be justified

Exempts the utility from these requirements if it ceases providing service to customers residing outside the City of Vero Beach

Takes effect July 1, 2011
