Redefines "storage" to explicitly include the word "temporary" in reference to warehousing of goods under a mover's care.

Authorizes the Department of Agriculture and Consumer Services to extend registration expiration dates by up to 12 months to establish staggered renewal dates.

Preempts most local ordinances regulating household movers and moving brokers, except for ordinances originally enacted by counties before January 1, 2011, which may require reasonable registration fees and bonding only from movers whose principal place of business is located within that county.

Exempts local business taxes under chapter 205 from preemption and eliminates the requirement for movers to obtain both local and state registration simultaneously.
