Removes emergency medical technicians and paramedics from the requirement to complete HIV/AIDS educational courses as a condition of biennial license renewal under section 381.0034.

Revises the definition of "basic life support" to reference the National EMS Education Standards instead of listing specific techniques, and allows techniques approved by department rule.

Changes the comprehensive state EMS plan review schedule from biennially to every 5 years.

Extends the timeframe for emergency medical technician and paramedic applicants to pass the certification examination from 1 year to 2 years after course completion.

Updates training course references throughout to include the National EMS Education Standards in addition to or instead of the United States Department of Transportation curriculum standards.
