Expands early voting locations to include city halls, public libraries, courthouses, places of worship, civic centers, convention centers, community centers, county government centers, conference centers, community colleges, universities, colleges, fairgrounds, and any other locations designated by the supervisor of elections.

Removes the requirement that branch offices be permanent facilities designated and used for early voting for at least 1 year prior to an election.

Requires counties to operate early voting sites equal to the number used in the 2008 general election, or one site plus one additional site for every complete set of 65,000 registered voters as of July 1 of each general election year, whichever is greater.

Increases early voting hours from 8 to 12 hours per weekday and from 8 to 12 hours in the aggregate each weekend at each site.

Takes effect July 1, 2011.
