Prohibits the state and political subdivisions from requiring contractors, subcontractors, and material suppliers on public works projects to pay predetermined wages, provide specific employee benefits, control staffing, or recruit from designated sources, except when required by federal law.

Prohibits requiring contractors to enter into project labor agreements or execute agreements with labor organizations as a condition of bidding, being awarded contracts, or performing work on public works projects.

Prevents the state and political subdivisions from prohibiting qualified, licensed, or certified contractors, subcontractors, or material suppliers from submitting bids, being awarded contracts, or performing work on public works projects.

Extends the filing deadline for written protests of contract solicitation terms, conditions, and specifications from 72 hours to 7 days after posting of the solicitation.
