Establishes auditory-oral education programs as a public school choice option for parents of deaf or hard of hearing children who use implants or assistive hearing devices.

Allows eligible children aged 3-7 years to enroll in schools accredited by OPTION Schools, Inc., or schools where the supervisor and majority of faculty are certified as Listening and Spoken Language Specialists by the Alexander Graham Bell Academy.

Permits children to continue in auditory-oral programs through grade 2 or until age 7, whichever comes first, with service levels determined by individual educational plan or individualized family support plan teams.

Requires the Department of Education to review and revise descriptions of services and supports in the exceptional student education funding matrix before the 2011-2012 school year.

Takes effect July 1, 2011.
