Creates Florida Statutes section 695.28 establishing that electronic documents submitted to and accepted for recordation by clerks of court or county recorders are deemed validly recorded and provide legal notice to all persons.

Validates electronic documents recorded before the Department of State adopted standards under section 695.27, regardless of any defects or deviations from statutory, rule, or procedural requirements in effect at the time of submission.

Preserves the duty of clerks and recorders to comply with section 695.27 and rules adopted pursuant to that section going forward.

Clarifies that the act applies both prospectively and retroactively and takes effect immediately upon becoming law.
