Proposes constitutional amendment to Section 4 of Article IV requiring the Chief Financial Officer to collect, maintain, and make available accurate, verifiable, and auditable state and local government financial information.

Requires the Chief Financial Officer to establish and maintain uniform accounting of funds for the legislative and judicial branches, all state agencies, universities, colleges, school districts, water management districts, and all other statutorily authorized governmental entities.

Grants the Chief Financial Officer supervisory authority over matters pertaining to accounting of funds, with enforcement mechanisms involving financial or budgetary restrictions as provided by law.

Designates this accounting responsibility as a paramount duty of the state.

Requires voter approval of the amendment at the next general election or at an earlier special election authorized by law.
