Revises bicycle helmet safety standards to require federal safety standard 16 C.F.R. part 1203 for riders and passengers under 16 years of age, with helmets properly fitted and fastened by a strap.

Allows helmets meeting ANSI Z 90.4, Snell Memorial Foundation 1984 Standard, or other nationally recognized standards purchased before October 1, 2011, to be worn until January 1, 2015.

Permits law enforcement to issue a bicycle safety brochure and verbal warning for lighting equipment violations, or cite the rider for a pedestrian violation with associated fine under s. 318.18.

Requires courts to dismiss charges for a first lighting equipment violation upon proof of purchase and installation of proper lighting equipment.

Takes effect October 1, 2011.
