Adds 3 points in aggravation to risk assessment scores for children under department supervision who are charged with new offenses.

Allows courts to continue detaining children who violate home detention conditions and expands failure-to-appear detention to apply to any hearing rather than just adjudicatory hearings.

Increases detention periods for failure to appear from 72 hours to 5 business days for first violations and up to 21 days for children with two or more prior failures to appear.

Extends maximum detention periods from 21 to 30 days under special detention orders, with additional extensions of up to 15 days for good cause and up to 45 days for serious felony charges.

Permits secure detention for children awaiting placement who are arrested for any offense while in home or nonsecure detention care, regardless of risk assessment scores.
