Requires agencies to include in rulemaking notices a statement indicating whether the proposed rule will require legislative ratification, and establishes that rules requiring ratification become effective only upon Legislature approval.

Reduces timeline for agencies to notify affected parties of revised regulatory cost statements from 45 days to 21 days before filing a rule for adoption.

Creates new section 120.745 requiring agencies to conduct enhanced biennial reviews of existing rules effective on or before November 16, 2010, including compliance economic reviews and identification of revenue and data collection rules, with reports due by December 1, 2011.

Establishes automatic suspension of an agency's entire rulemaking authority if it fails to timely file required certifications for rule reviews and compliance economic reviews.

Exempts certain rules from legislative ratification requirements including Florida Building Code and Fire Prevention Code amendments, toll adjustments, and Student Success Act rules under chapter 2011-1.
