Creates Florida Statute section 215.125 authorizing county commissioners and municipal governing bodies to collect delinquent fees, service charges, fines, or costs that remain unpaid for 90 days or more

Allows counties and municipalities to refer delinquent accounts to private attorneys in good standing with The Florida Bar or collection agents registered under chapter 559

Permits collection fees and attorney's fees to be added to the outstanding balance when an account is referred for collection, capped at the amount authorized by section 938.35

Takes effect July 1, 2011
