Creates a special zone in downtown Jacksonville covering Northside West, Northside East, Southbank, and Urban Transition areas with specific geographic boundaries described in the bill.

Allows the Division of Alcoholic Beverages and Tobacco to issue special alcoholic beverage licenses to restaurants in these zones with reduced space and seating requirements compared to state law.

Permits restaurants with at least 1,800 square feet of floor space (instead of standard requirements under s. 561.20(1), Florida Statutes) and seating for 100 or more patrons to obtain licenses if they derive at least 51 percent of gross annual income from food sales.

Requires licenses to remain subject to local zoning requirements regarding distance from churches and schools and all other applicable state alcoholic beverage laws and division rules.

Takes effect upon becoming law.
