Establishes a new ethics chapter in the Jacksonville city charter, creating an independent ethics commission with subject matter expertise to oversee ethics code violations within the consolidated government, constitutional officers, independent agencies, school district, and related entities.

Requires the ethics commission to manage a citywide ethics hotline, coordinate ethics training and education for local and state officers, refer ethics matters to enforcement agencies, and recommend legislative changes related to ethics, conflicts of interest, and campaign ethics.

Authorizes the ethics commission to levy civil fines or penalties for violations of the city's ethics code and establishes an independent ethics oversight and compliance office to coordinate ethics training, compliance, and oversight while staffing the commission.

Mandates that all elected officials within the consolidated government—including the Mayor, City Council members, School Board members, Sheriff, and other constitutional officers—complete ethics training within 90 days of taking office and comply with all applicable ethics code provisions.

Repeals section 18.10 of Article 18 of the Jacksonville charter relating to previous ethics education and application of ethics laws, effective upon becoming law.
