Prohibits state agencies, counties, municipalities, and local governmental entities from deducting employee organization dues, uniform assessments, fines, penalties, special assessments, or political contributions from employee wages.

Requires labor organizations to obtain express written authorization from employees each fiscal year before using dues or assessments for political contributions or expenditures; authorization must be accompanied by a detailed account of previous 24 months of contributions and expenditures.

Allows employees to revoke political contribution authorization at any time and receive a pro rata reduction of dues for the remainder of the fiscal year; prohibits labor organizations from requiring such authorization as a condition of membership.

Prohibits public employers from deducting or collecting dues, uniform assessments, fines, penalties, or special assessments of employee organizations from employee compensation.

Takes effect July 1, 2011, and applies to all collective bargaining agreements entered into on or after that date.
