Amends Florida Statutes s. 447.203 to designate the sheriff, tax collector, property appraiser, supervisor of elections, and clerk of the circuit court as the "legislative body" for collective bargaining purposes with their respective employees.

Applies to impasse resolution procedures under s. 447.403 for these constitutional officers, treating them as sovereign entities with independent bargaining authority.

Allows counties to override these provisions through county charters that expressly abolish any of these offices and transfer duties to another elected or appointed charter officer, provided the charter was approved by voter referendum.

Specifies that county charters overriding these provisions must not be inconsistent with general law or special laws approved by voter referendum under the Florida Constitution.

Effective July 1, 2011.
