CS/CS/HB 1043 Summary

• Codifies special laws relating to the Citrus County Hospital Board as an independent special district, repealing prior separate legislative acts (chapters 99-442 and 2001-308).

• Authorizes the hospital board to lease or contract with a not-for-profit corporation to operate and manage hospital facilities while maintaining board oversight and accountability.

• Requires the not-for-profit corporation to maintain hospital board members as a voting majority on its board of directors, subject board governance documents and CEO selection to hospital board approval, and separately account for all ad valorem tax expenditures.

• Establishes hospital board approval requirements for not-for-profit corporation borrowing exceeding $100,000, loans/leases exceeding $1.25 million, capital projects exceeding $250,000, and annual operating budgets.

• Mandates an operational audit by the Auditor General three years after the effective date and takes effect July 1, 2011.
