Dedicates the width of four specified roads ("A" Road, "C" Road South, "C" Road North, and "D" Road) within the Loxahatchee Groves Water Control District to the public through easement rights, provided the district has continuously constructed, maintained, or repaired them for 7 years.

Roads subject to dedication must have been approved for improvement at a referendum between January 1, 2009 and December 31, 2010.

Filing a certified map with the county clerk showing the road dedication shall serve as prima facie evidence of the public's easement rights.

Exempts electric utility facilities located on property otherwise subject to the dedication requirements.

Assigns traffic control jurisdiction over all public roads within the district to the Town of Loxahatchee Groves.
