Calls for a special election to be held on the date of the 2012 presidential preference primary to allow Florida voters to approve or reject proposed State Constitution amendments.

Proposed amendments would prohibit increases in assessed value of homestead property if fair market value decreases, reduce annual assessment increase limits on nonhomestead property, and provide an additional homestead exemption for certain new homestead property owners.

Appropriates $400,000 in nonrecurring General Revenue Fund money to the Department of State for fiscal year 2011-2012 to advertise the constitutional amendments.

Requires publication of notice and election procedures to follow Section 5 of Article XI of the State Constitution.

Effective only upon passage by at least three-fourths vote of each legislative house and adoption of either Senate Joint Resolution 658 or House Joint Resolution 381.
