Creates s. 489.1138, F.S. to establish state regulation of hoisting equipment (cranes, derricks, hoists, elevators, conveyors) used in construction, demolition, or excavation work governed by federal OSHA standards.

Requires building permit applicants using tower cranes or mobile cranes to submit site plans identifying crane location, power line clearances, adjacent buildings, and structural foundation, plus documentation of compliance with all governmental requirements including FAA lighting standards.

Mandates clear and independent radio communications between operators when two or more tower cranes or mobile cranes operate within the same swing radius.

Requires hurricane and high-wind event preparedness plans for tower cranes and mobile cranes on work sites, with specific securing requirements including lubrication of turntables, retraction of hydraulic booms, placement of tower cranes in weathervane position, and disconnection of power at crane bases.

Preempts local ordinances and building codes regulating hoisting equipment and operators, subjecting licensed contractors who violate the statute to discipline under existing contractor licensing provisions; excludes elevators regulated under chapter 399.
