Department of the Lottery must issue a request for information to determine feasibility of entering into a management agreement with an external manager to provide management services while the department continues to operate the lottery.

Request for information must solicit vendor proposals on: improving department operations, increasing lottery revenues, implementation plans, projected cost savings and revenue increases, and proposed payment methods.

Department must report findings to the Governor, President of the Senate, and Speaker of the House by September 30, 2011, including a comparison with other state lotteries, summary of vendor responses, and a feasibility recommendation.

"Request for information" is defined as a non-binding written or electronic inquiry to vendors that does not constitute an offer or form a binding contract.

Effective date is July 1, 2011.
