Creates section 395.3044, Florida Statutes, establishing the Stroke Prevention Act to improve stroke response and treatment through a statewide system of quality improvement measures.

Requires the Agency for Health Care Administration to establish a 13-member Stroke Task Force including neurologists, emergency physicians, hospital representatives, and stroke patient advocates to oversee implementation and analyze stroke care data.

Mandates primary and comprehensive stroke centers and medical facilities to report stroke patient data to a private tier-one research university, which will maintain the data in a registry using the American Heart Association's "Get With The Guidelines-Stroke" platform or equivalent.

Requires the Stroke Task Force and agency to submit annual reports to the Governor and Legislature beginning July 1, 2012, detailing progress in improving stroke care quality and patient outcomes.

Specifies that implementation of the registry is contingent on funding availability and that the law does not restrict hospitals from providing licensed services or mandate specific medical treatment approaches.
