Expands exception to public meetings law to allow public employees or agents possessing relevant information to attend private meetings between governmental entities and their attorneys regarding pending litigation

Changes the scope of private meeting discussions from "settlement negotiations or strategy sessions related to litigation expenditures" to "advice regarding matters of the litigation"

Requires attorney to advise the entity at a public meeting that legal advice is desired, maintain certified court reporter transcription with all participants named, provide public notice with attendee names, and announce session start and end times at open meetings

Subjects the exemption to the Open Government Sunset Review Act with repeal scheduled for October 2, 2016 unless the Legislature reenacts it

Effective July 1, 2011
