Amends section 112.3143 to add an exception for state legislators regarding voting conflicts, with new provisions established in section 112.31435.

Prohibits legislators from voting on or participating in legislation that would result in special private gain or loss to themselves, their relatives (defined as father, mother, son, daughter, husband, wife, brother, sister, or in-laws), or their business associates.

Prohibits legislators from participating in legislation benefiting their employer, principal by whom they are retained, board on which they sit, or parent corporation or subsidiary of such principal.

Requires legislators to publicly disclose all conflicting interests to their legislative body or committee before consideration of the legislation and file a written memorandum with the Secretary of the Senate or Clerk of the House within 15 days after a vote occurs.

Takes effect July 1, 2011.
