Authorizes Lee Memorial Health System to pay $28,454,838.43 to the Guardianship of Aaron Edwards, $1,338,989.67 to Mitzi Roden, and $999,199.03 to Mark Edwards as compensation for medical malpractice during childbirth on September 5, 2007.

Addresses negligent administration of Pitocin drug during labor despite parents' express objections, excessive dosage increases despite fetal distress, and failure to notify supervising obstetrician, resulting in Aaron Edwards suffering permanent cerebral palsy and quadriparesis.

Jury verdict awarded total damages of $30,817,966.48 plus $174,969.65 in costs; Lee Memorial previously tendered $200,000 under statutory liability limits, so this bill appropriates the additional amounts owed.

Limits attorney's fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the total amount awarded under the act.

These payments constitute sole compensation for all present and future claims arising from the incident.
