Establishes the "Buy Florida Act" to grant preferences to Florida-based vendors in state procurement of personal property and services.

Requires a 5 percent preference for Florida vendors when awarding printing contracts, if the work can be performed in-state at comparable quality to out-of-state bids.

Changes state procurement rules from discretionary to mandatory when the lowest out-of-state bidder's home state grants preferences to its own vendors; Florida must then grant an equal preference to Florida vendors.

Mandates a 5 percent preference to Florida vendors in competitive solicitations when the lowest bidder is from a state that does not grant its own preference policies.

Exempts transportation projects receiving federal aid funds from these preference requirements and requires out-of-state vendors to provide written legal opinions on their home state's procurement preferences.
