Creates the "Kelly Smith Gynecologic and Ovarian Cancer Education and Awareness Act" requiring the Department of Health to promote gynecologic cancer information through healthcare providers, hospitals, birthing facilities, and county health departments.

Requires the State Surgeon General to post a link to CDC gynecologic cancer information on the Department of Health website.

Directs the Department of Health to encourage women to discuss gynecologic cancer risks with their healthcare providers and to seek grants for gynecologic cancer awareness programs.

Encourages the Department of Health to collaborate with other agencies and organizations to create a systematic approach to increasing public awareness about gynecologic cancers.

Increases the Florida Cancer Control and Research Advisory Council membership from 34 to 35 members and adds a representative from the Florida Ovarian Cancer Alliance Speaks (FOCAS) organization to the council.
