Creates s. 255.0471, F.S. to regulate ticket sales at publicly owned venues and protect consumers from financial loss when events are canceled.

Requires original ticket sellers to either keep all ticket sale receipts (including admission price, taxes, surcharges, and service charges) until the event occurs, or require a surety bond equal to any advance funds requested before releasing money.

Entitles ticket purchasers to full refunds of all receipts if an event is canceled.

Exempts tickets marked "nonrefundable" and events including professional sports, sanctioned amateur sports, motorsports, educational institution events, NCAA postseason contests, and pugilistic exhibitions.

Takes effect July 1, 2011.
