Asserts that Florida retains sovereignty under the Tenth Amendment over all powers not specifically delegated to the federal government

Declares that Florida refuses to comply with federal mandates that exceed the scope of constitutionally delegated federal powers and demands the Federal Government cease issuing such mandates

Refuses to recognize or comply with compulsory federal legislation conditioning state funding on passage of specific state legislation, and demands repeal of any existing such legislation
